as united fan, i didn't see the bad achievement to arsenal is wenger fault. wenger is a good manager and tactician. he just adapted to the policy of the club board. how many times he tells that he need some money to buy players of cesc caliber? a player like him can't work alone. ok there is van persie upfront, a world class striker, but how about in the defense? liverpool indeed don't win premier league yet, worse than arsenal, but they've got champions league. that's b'cause gerrad had carragher, torres, and reina to accompany him in every line of the field.
thierry henry and ian wright the previous captain who took arsenal to win the league had seaman, adams, keown, petit, overmars, parlour, campbell, vieira, ljungberg, pires, bergkamp and ashley cole alongside them.
so, imho it's the club's board who must take a different policy. whether they want to see arsenal to get some trophy or only to become a center of excellent for youngsters like cesc and nasri?

Well you get one world class players or 3 youngster who may reach the top level someday, Wenger made his choice..and from what I remember he had more money than he spent last summer.

Also it is worth remembering that Arsenal invested a lot into stadium lately.
