Thats really hard to say.
If you would want to buy existing sokker, then normally the price is 6 to 12 times monthly revenue. I dont know how many users have plus, but lets be optimistic and its 10% 7200 users / 10 = 720. Plus is around 27 Euro => 720 *27 / 12 = 1640 per month, then it would be 9720 to 19400. That is the market value of this site. But i am sure they would not sell it that cheap.
If you are talking about the development from scratch, then the most unknown thing is the match engine. I think that would need a lot of testing, so hard to say how much time it would take, so i will need to do a really wide range: 20k - 100k for development.
Then you need to count the maintenance costs, you need a few servers (Game server(s), DB server, Testing server) and you need a developer on hand for improvements and bug fixes.
So lets assume 2 AWS game servers (t3.2xlarge) : 2x180 = 360/m
1 AWS testing server (t3.large): 45/m
1 DB AWS RDS (DB(db.r5.large)+SSD+Backup): 180/m
Full time developer: 2000-4000/m depending on the experience
That are just guesses, so dont take it as perfect estimation :-P.

Why not overload one server that is kept in Your basement with all the things that sokker needs:D
If i remember correctly they had that a decade (or more) ago.
And did they changed anything (excepting replacing old server with newer one)?
From what i gathered they have similar setup that i described above, although that information may be outdated.

That's why we have no dev maybe ? :-)

You can get a Filipino for $400 per month, but you also get what you pay for.
When the "big" reform started, i think they said the HIRED 2 devs and one tester. But i may be mistaken, getting older :-)

I can't arrange friendly match. This is the message i get:
Sorry, something went wrong (cannot obtain lock).
Does anyone know what is this?

It was something with the network. I arranged it from the phone

it's like that since about two and a half months - new view has been allegedly fixed to be compatible with training but it also caused that it is sometimes not compatible with old pages like player page and formation setting page
So, let's see about this.
I have a player who has been injured.
On Tuesday he had 7 days of injury (red cross) on team page, I listed him in Wednesday's squad and he was shown in red on the match setup page.
Yesterday he still had 7 days of injury with red cross, but he wasn't red in lineup for the match and he played yesterday. On training page yesterday he had red cross and 7 days of injury.
Today he has green cross with 6 days of injury, but both main team training progress and his squad graph show that he hasn't received advanced training.
btw. today SV shows he has 7 days of injury but that's totally different issue.
So, did he receive the training of not?
If he did, why isn't it shown and if he didn't how could have he played yesterday?

Training takes into account state from new view, so if player was marked as not able to train on Wednesday, he did not received training. I asked same question in September on Polish forum and that was an answer ;)
Great answer!!
Did you ask how was he able to play on Wednesday if he wouldn't be able to receive training?

Yes! But no direct answer for that one :) Apparently they introduced some bug with roundings in injuries, since there is also an error with the other side (new view show no injury, but in old view You still have slight injury)
Haha even better!!
There are more pages/external programs which show different information about injuries!
So, we can conclude that 7 days of injury is not safe enough and that 6 days of injury is new 7 day slightly injury.
To simplify, follow the green injury bag/cross.

It's even more proof that it's ridiculous to exclude players from getting training due to injuries. They should give players the possibility to receive training regardless of injury. The value of the training should always be 50% + the percentage of training received by minutes played, independed of injuries.
